Gwadar and the China Pakistan Economic Corridor, a flagship programme of the Belt and Road Initiative are not limited to China and Pakistan.
On March 12, 2021, Chinese Foreign Ministry Spokesperson, Zhao Lijian reaffirmed the openess of the CPEC and invited foreign countries to join in the corridor:

Both Pakistan and China welcome projects that would boost the development of the CPEC. In Pakistan, many Special Economic Zones and industrial parks may host new companies investing in the CPEC.
In Balochistan, Pakistan and China are cosntructing a world-class port in Gwadar. This city offers many opportunities to foreign investors as new infrastructure are build.
Companies from the Gulf region and ASEAN countries have started to develop activities in Gwadar.
